In the times of abundance many old buildings in the city were under threat. Investors bought property central in town where there was good accessibility to services.

The nature of the investor is to maximise profit. To increase the value of the property a commercial value would be added. The main indicator of value in the market being the number of m2 made it feasable to increase the m2 of the property.
